4.1.22 - UPDATE - Maintenance Notice - Soto Landscaping and Tree Service will be on site beginning, Saturday April 2nd, 2022 to trim the Palm trees. Again your patience and cooperation will be appreciated.
3.30.22 - Maintenance Notice - Palm Tree trimming is scheduled for the week of April 4 - 8, 2022. This will probably be a two day project. Your patience and cooperation will be appreciated.

4.2.21 - IMPORTANT NOTICE - Collier County Public Utilities Division - Scheduled Shut Off and Boil Water Notice - Berkshire - Belville Drive, New Waterford Drive, Landover Circle, and Windsor Place.
The Collier County Water District will be shutting down the water main in your area, so that work can be completed on your potable water distribution system to replace inoperable valves on Wednesday, April 7th, which will unfortunately disrupt your service from 8:30 a.m. to 3:00 p.m.
When water service is restored, the Collier County Water Division is recommending that all water used for drinking, cooking, making ice, brushing teeth, or washing dishes must be boiled for those customers note above. A rolling boil of one minute is sufficient.
This notice will remain in effect until acceptable bacteriological testing has been completed, which will be within 24 to 48 hours.

12.28.20 - Greetings from the Windsor Board of Directors - As the 2020 year comes to an end we would like to express our appreciation to all of you for your support and often times patience as we conducted business. We would also like to wish all of you a very Happy and Prosperous 2021.
This year we have faced a lot with the onset of the Covid-19 virus and all the challenges surrounding it. Some of the questions about who's most affected and who's at most risk keep popping up. What do we do and how do we deal with the influx of seasonal residents and the media hype about the increase in positive cases being caused by our seasonal residents. A couple of notes need to be made about having the virus and having had the virus. Fact - If a person has the virus we need to take extra steps in maintaining social distancing, wearing a face mask, and remembering to minimize contact. Fact - If a person has had the virus and recovered and tested negative there is no need to be alarmed or fearful of those residents.
In addition vaccines are now becoming available and the CDC, along with all of healthcare, recommends taking the vaccine as it becomes available with the hope of eliminating the virus.
Please be diligent with all your healthcare needs, be safe, and lets look ahead to a great 2021.

4.20.20 - ANNOUNCEMENT - The Windsor pool has been reopened - PLEASE follow all CDC guidelines with "Social Distancing", "Crowd Gathering" and "Personal Contact". Pool hours will be 8:00 a.m. to sunset. Violating or ignoring these guidelines and rules will result in immediate closure of the pool.

3.23.20 - NOTICE - "Collier County Code Enforcement" has decided to take action and mandate the closing of all public and community pools. The Windsor BOD is in agreement with the county and have closed the Windsor pool until further notice. Please cooperate with this mandate.

2.26.20 - CONSTRUCTION NOTICE - Beginning Monday March 2, 2020 "Seabreeze Landscape Services and Erosion Solutions" will be on site for the purpose of Erosion Control and repair of the Windsor Lake / Holding Pond. - This project should take 2 - 3 weeks. 6.15.2019. - MAINTENANCE NOTICE - Beginning June 17, 2019 Windsor will begin a "Dryer Vent Cleaning Project" - A notice will be posted with specific dates when we will need access to every unit to clean the dryer vent lines from the dryers to where these lines exit the building. 3.20.2019. - CAPTURED - The Master Association advised us the alligator seeking residence in the big lake has been captured and relocated to an alligator friendly environment - So, not to worry, the alligator threat is over.
3.12.2019. - ALLIGATOR ALERT - For your information there has been an alligator spotted in the big lake. We advice, for safety purposes, you avoid walking your pets along the bike / walking path on the big lake. For all general purposes this alligator poses no significant danger to any of us. The Master Association has already been notified and they will take the necessary actions to have the alligator removed.

11/15/2018. - Roofing Update - At last nights Windsor BOD meeting Latite Roofing provided some updates on the next steps for the re-roofing project here at Windsor. Beginning Friday 11.16.18 crews should be on site stacking tile on the next six buildings with tile setting beginning Monday 11.26.18. Following this, tile work will be scheduled based on availability of tile. The anticipated completion on this re-roofing project is now March 2019. Please be patient. Determination on who is responsible for property damages and so forth is yet to be determined. Most of the damages will not be addressed until the re-roofing portion of the project is completed.
11/09/2018. - Fountain Update - Good news for all - The fountain in the small lake is up and running.
11/08/2018. - Roofing Project Update - We're sure all have noticed the reduction of roofing people on site over the last couple of weeks. This is due to the transition from the tare off to the next phase of stucco / painting work where the work force is reduced. This is nearly complete and the roofers will be moving on to placing the new roof tiles. This process may move slower than we would hope as we need to build an inventory of tile to accommodate a number of buildings at once. Latite has indicated more tile will arrive next week and then they would move forward completing the tile process on several buildings. Latite, unfortunately, is subject to manufacturing schedules which may cause delays in completing the project. Please be patient - we will keep you updated as we get more information.

10/17/2018. - Fountain & Lighting & Roof Updates - As you know the fountain in the small lake has not been running for several weeks so it is with pleasure we can let you know the parts have arrived and the replacement fountain should be installed by the end of the month. Yeah TEAM! Also there has been concern about security lighting especially with all this construction. The service team will be on site Monday the 22nd. We will be doing a light check this evening after dark so if you hear strange noises be patient, it's planned. Finally, the tare-off of the roof tiles will be completed by this weekend. The final building is scheduled to start on Thursday the 18th. This, of course, will bring part of the first phase of this project to a close. Remember though, there is much more to do and heavy equipment will remain on site for several more weeks. Thanks as always for you patience and cooperation.
10/10/2018. - Interior pre-work inspections - Today we completed the pre-work inspections. Thank you one and all for your cooperation. In the next couple of weeks the tile tare-off and application of the water proof covering will be completed. This will be followed by a number of steps which include; Collier County inspections, soffit and fascia work, stuccoing, some painting, the placement of the new tile, new guttering and new security lighting. A lot is yet to be done. In recent conversation with Latite Roofing the projected completion date of this project is early 2019. We'll keep you informed as things move along.
9/28/2018. - "Fountain Woes" - Just a note to let everyone know - The fountain in the small lake is out of commission - Early this week the fountain was pulled from the lake for an assessment and found to have a broken water seal. As mentioned in the update on 9.12.18 there are a lot of steps in the roofing process and the inconveniences from this project are really minimal especially knowing what the end results will be. First as you have already seen a crew of 5 - 8 workers are on your roof taking up the tile, this is followed with scraping the old coverings off and replacing with the new. This is pretty much what your seeing right now. There's much more in the timeline that you all should know. The following processes happen including; repair of all the stucco, painting primer / finish, soffit and fascia repair / replace, tile delivery, tile placement on the roof decks and then the tile setters come in and do their magic, followed with guttering and down spots. 9/11/2018. - Attention Residents - We'd like to remind you, especially those of you who's units are unoccupied, about the need to have your home watch people or your secondary contact person check your units for possible leaks during this re-roofing process. Being that we are still very much in rainy season, it is important that someone frequently inspects your units that have been torn off and dried in. If there happens to be a leak, we need to be notified within 24 hours to be able to properly mitigate the damage. If a small leak continues for weeks at a time and further damage occurs, that responsibility would fall on the individual homeowner. 8/15/2018. - Todays the Day ! As scheduled, Interior pre-work inspections began this morning for the roofing project. Everything went off without a hitch - Thank you so much! - to the unit owners and the Windsor and Latite staff for making this happen. Next Monday the 20th, weather permitting, demolition of the existing roofs on buildings 582 and 404 will begin, followed immediately with installation of the new roofs. 7/27/2018. UPDATE - Windsor Roofing Project! The roof project is scheduled to begin on or about Monday, August 20, 2018, weather permitting. 7/03/2018. UNIT KEYS. It is vitally important that our Property Manager has access to each unit at Windsor Place in order to conduct a mandatory interior assessment of each unit prior to starting construction on our new roof replacements. To that end, a letter has been issued by Vesta which you can read here. In addition to this inspection, it is advisable for the Property Manager to be able to access your unit in case of emergency or emergency repairs.

This damage should be reported even if you're uncertain about the cause. If you have pictures of the damage, please include any and all relevant pictures from before and/or after the storm. If you repaired the damage yourself, please report it and include receipts.
We already have detailed information on roofs and rear lanai screens, enclosures and doors - there is no need to report those items. There is also no need to report items that you have already reported.
Examples of damage to report includes previously UNreported cases of stained ceilings, mold, damage to windows or entrance doors, dented or damaged garage doors, front storm doors, front screens, sliding doors, shutters, lights, air conditioners, and flooring. It's been five months since hurricane Irma and reports continue to flow in slowly. We're trying to build a most comprehensive list of damage as part of the association insurance claims. When in doubt, report it - we can always drop it from the list later. Include the building and unit number on all reports along with your name when submitting the information.

2/7/2018. PROXY REMINDER. It is critical to send in your completed proxy in order for Windsor Place to have a valid annual meeting. If you think there is even a slight chance that you will not attend the Annual Meeting in person, please send in your proxy immediately. 12/3/2017. Christmas Lights. Many thanks to those who worked tirelessly to install all the Christmas decorations at the WIndsor Place entrance, including, in alphabetical order by first name, Antonietta Witte, Bud Hemingway, Darlene Rozario, Jim Hadad, Joe Troescher, and Tim Donnery. Our appreciation also to Sid Fisken and Walter Sanford for moral support and consultations, and to Janet and Ray Sciog for worker hydration. New LED lights this year - for reliability and low power consumption - allow us to run the lights all night for very little cost. Thanks also to several anonymous donors who made the new decorations possible with zero cost to the association.
11/27/2017. Paving to Begin at Windsor Place! Black Magic Asphalt will begin paving on December 11th near buildings 500, 519, 649 and 685. Residents in those buildings will need to park outside their area for a few days while the asphalt is being cured. Details are found in the notice sent by Vesta here.
10/25/2017. Irrigation Schedule. Residents may have noticed irrigation has been suspended since Irma's passing. The first few weeks involved repair of the well, for a broken sensor and a severed pipe 50 feet below ground. Well repair was followed by a week of repairing and replacing nozzles, pop-up heads and other pipes unearthed by trees or otherwise damaged by the hurricane. Barring more problems, the normal irrigation schedule resumes tonight.

Irrigation is currently disabled due to some storm-related damage to our well. We expect it to be repaired on Tuesday or shortly thereafter.

URGENTLY NEEDED -- VOLUNTEERS! Windsor Place has an urgent need to address several issues through a re-write of our Condo documents, including the Rules and Regulations, as well as an assessment of our Comcast contract. Therefore, we need volunteers for a Rules Committee who are interested to process these new rules. Committee members would ideally have some legal background or strong analytical skills. For the Bulk Communications Committee, we are ideally looking for people with technical knowledge or interest. Both Committees need to be formed in the next few weeks in order to insure the changes that people in the neighborhood are seeking.

9/28/2017 Windsor Place Security. Following a presentation from the Collier County Sheriff's Office last evening at the Board meeting and in regard to the recent minor vandalism noticed in our neighborhood, the Sheriff's Office suggests the following:
1. If you notice people in the pool area or around Windsor Place who do not belong here, please contact the Sheriff's Office at the non-emergency number: (239) 252-9300. This will take you directly to a dispatcher who will inform patrols who will respond. If you do not have the non-emergency number handy, you can call 911, but the Sheriff's Office would appreciate these kinds of calls not going over the emergency system.
2. If you see anyone committing an act of vandalism and you can SAFELY take a picture of them, please do so. It is important to note that you should NOT confront vandals, chase them or try to engage them in any way.

9/21/2017 8:30 a.m. Windsor Place is stabilizing further with the lifting of the boil water order at noon yesterday. Here is the latest statement from Collier County which suggests that Collier County residents continue to be careful with their water usage until the County is sure there are no water line breaks in the system. 9/20/2017 9:00 a.m. The Windsor Pool has been inspected, treated, tested and is now open! Occurring frequently as of late, a large amount of trash and waste products are being placed in the pool area garbage cans resulting in a malodorous common area. Residents are reminded that NO home trash/waste is to be placed in the pool bins. The pool water temperature is a bit high after the heater malfunctioned when power returned. The heater has been turned off and will be repaired.

9/19/2017 7:00 a.m. The power has been restored to Windsor Place and most units have Comcast back as well; however, Collier County is still under a boil water notice (including the water used to make ice) AND, more urgently, a conserve water order. Power restoration does not necessarily fix the sewage lift station problem and until Collier County can determine that the lift stations are able to function properly, it is important for residents to severely limit their water use. Please do what you can.

9/18/2017 9:00 a.m. Update Hurricane Irma Recovery. Day 9 without power in Windsor Place! Crews are busy on both sides of Radio Road just west of here replacing poles and fixing connections -- we remain hopeful that power will be restored to us shortly. For those with generators, it might be useful to know that cable and internet is back up.
We are waiting for tree contractors to remove the trees that are still leaning on some Windsor buildings, and other landscape recovery plans are being discussed. There is a lot to restore.

9/17/2017 10:00 a.m. Update Hurricane Irma Recovery. We are still without power here at Windsor Place. Part of the problem may lie with a downed telephone pole just south of Dartmouth on Radio Road. There are reports of FPL utility trucks in that area this morning so, hopefully, progress is being made. Contrary to the alarmist reports on social media, the only confirmed information we have about power restoration is from FPL. At yesterday’s news conference they stated that 9/22/2017 is still the date they expect to have 95% of the power restored to Collier County.
Our property manager, Philippe, is engaging multiple vendors to address issues at Windsor Place. In addition, employees of Advanced Aquatic and Mike’s Irrigation came through checking on the condition of the little lake and on the well and fountain equipment. There was not much they could do on the well and fountain without power, but they report the basic controllers did not seem physically damaged by debris. Florida Evergreen also came through Windsor Place again to use blowers to clear streets and driveways of small debris.
The availability of gasoline and ice seems to have eased substantially. Some stores in Berkshire Commons, including Publix, have power and Publix had ice yesterday.
Homewatch is a critical service to engage for many reasons. One of the functions becoming most critical today is the clearing of refrigerators and freezers of spoiled food. Owners are strongly urged to make arrangements through their Homewatch service to clear any food from their appliances and to check the general condition of their units if they have not already done so. It should be noted that the Association is not available to provide these services for individual units.
Large tankers are observed along Bellville Road pumping thousands of gallons from the sewers daily. If the power outage continues in our area, there remains some risk of total water shut-off. We are still under a boil water order (Collier County notes that applies to water used to make ice as well) and a curfew is still in effect from 9:00 p.m. to 6:00 a.m. The curfew order will be reviewed September 18.

Slowly around our neighborhood power is being restored (Berkshire Village, Berkshire Commons Shopping Plaza), but it is possible that there is storm damage that is preventing our recovery here. Nevertheless, we remain hopeful of restoration this weekend.

9/15/2017 11:30 a.m. Update Hurricane Irma Recovery. We are still without electricity at Windsor Place and finding gasoline in Collier County continues to be very difficult and time consuming. As a result, several residents who were sticking it out at Windsor Place have now left. Some returning evacuees have "re-evacuated." If you are currently in the north, we think it wise to consider staying north until the situation normalizes. Collier County has issued an URGENT warning now in regard to water usage as the inability of the system to move sewage has resulted in some back-flow into a few neighborhoods. Collier County asks that everyone refrain from using dishwashers, clothes washers, taking long showers and flushing “every time.” We are still under a boil water order.

9/14/2017 9:00 a.m. Update Hurricane Irma Recovery. As of this morning, close to 50% of FPL customers have been restored in Collier County, but Windsor Place continues without power. Gas shortages are so significant that people will line up for hours on the rumor that a gas station may be getting resupplied. It is intimidating watching so many people driving the streets of Naples seeking such limited resources. Without power or fuel, things feel dire. Adding to our discomfort, Collier County has asked for us to minimize toilet flushes and duration of showers. We are waiting for trash pick-up to be restored; there has been no collection at Windsor since September 6. Many residents are feeling exhausted from the heat and there is no relief in sight weather-wise. The Windsor pool has been cleaned and shocked with several gallons of chlorine and remains closed – it should be considered dangerous to use -- until power has been restored, the pump runs for at least 24 hours and our service confirms safety through testing. Our property manager, Philippe Gabart, walked the property again yesterday noting individual building damage and problems to address. He is receiving hundreds of messages per day from residents and is responding as quickly as he can considering that he is also functioning with limited power, fuel and office staff. We commend him for his herculean efforts on behalf of Windsor Place. Local FM radio stations are giving valuable information regarding local availability of gasoline, ice, food and water. 9/12/2017. 8:00 p.m. Update Hurricane Irma Recovery. Progress is being made in regard to hurricane recovery, but it is important to understand how horrendously difficult the situation remains due to continuing issues with power, water and fuel. We are promised by FPL that power should be restored to most of Collier County by 9/22/2017. There is still a boil water order in Naples until further notice. Fuel is extremely scarce although quite needed by individuals and service companies. A curfew remains in place from 9:00 p.m. until 6:00 a.m. Trash pickup and mail delivery is suspended until further notice. Some stores are beginning to open with limited inventory; however, the most wanted items are not available (water, ice, batteries and cell chargers). Long lines await those who attempt to procure what little is available. It is a difficult time as evidenced by the people walking the street in our neighborhood in tears because their phones are dead and they cannot reach their loved ones, a scene being replicated all over the state of Florida. We are doing what we can to assist everyone who needs help but the wants far outstrip our meager resources.

This traffic is also delaying needed delivery of fuel and other supplies. There are an astonishingly high number of minor repairs to be addressed throughout Windsor Place and Southwest Florida. Patience remains the indispensable virtue.

9/11/2017. 9:00 p.m. Hurricane Irma. Hurricane Irma passed through Windsor Place Sunday causing widespread but relatively minor damage. Thankfully we are not hearing reports of any significant injuries in Windsor, but massive inconveniences like loss of electricity and cable, boil water orders, blocked and/or flooded roads (Bellville, Windsor Sq., etc.) remain. Most Windsor buildings incurred some damage including lost roof tiles, lanai screens, ground floor screen doors, light fixtures, soffit, fascia, and some windswept water entry. Lake levels rose quickly during the storm but stopped before reaching the ground floor condos. Throughout Windsor, lake water is generally about 10 feet from the rear of buildings, and several areas of the street have 8 to 10 inches of water - basically at lake level. Landscaping was hard hit with numerous uprooted palms and live oaks. Area curfews remain in place and gasoline remains difficult to find - drivers are being asked to stay off the roads as much as possible to allow emergency crews to clear the roads. Today found most residents and non-emergency workers focusing on personal recovery and many Windsor residents helped to make our streets passable. Windsor Board members and others are in touch with our property managers at Vesta to coordinate among the many high priority tasks. Patience, caution and calm are watch-words of the day for all Floridians as we strive to recover.
8/15/2017. Small Lake Fountain Update. The small lake fountain has been repaired with installation of a new motor and is now functioning. Quarterly fountain maintenance is now provided by Mike's Irrigation.

Ave atque vale. On July 19, 2017, two of our original owners sadly left us: Janine M. Vander Borght of Building 636 was born in France, survived the German occupation while living in Paris during WWII and traveled extensively throughout Africa, Asia, North American and Europe. She was a past Treasurer of the Windsor Place Condominium Association. Severe Andersen of Building 577 was born in Norway. He loved to sit in his driveway and socialize with neighbors, a cheerful daily sight for many.
7/13/2017 Small Lake Fountain Update: The motor that runs the fountain in the small lake was burned out through a combination of inadequate water flow to the motor and fishing line wrapping around the motor shaft; it cannot be repaired. The Board is currently investigating options for having the original installer remediate the problem by installing a new motor. Unfortunately, the fountain will not be operational during the negotiations, but the Board hopes to have a resolution to the problem in the near future.
6/8/2017: New Landscaping Professionals and Maintenance Schedule. Florida Evergreen started work this week for us and will be coming regularly on Wednesdays. Our account manager from 'FE' is a Florida Certified Horticultural Professional, who, along with his impressive team of professionals, has many insights on how we can spruce up the area as we make small landscape improvements over time. To date, the landscaping changes are within the approved budget and accompanied by a small net reduction in costs. In monsoon news, while transitioning our landscaping services to the new team, our drainage issues adjacent to the well and Building 696 were handled by another contractor, Greenside Up, which involved removal of clogged grates, drainpipe and gravel and replaced by sod placed into two swales (shallow trenches) that drain water into our little lake. The work was completed economically using only 24% of the board-approved funds as suggested by other competitive quotes. We welcome Florida Evergreen as our new partners in the continued beautification of our home! 5/19/2017: New Property Manager. Per the vote of the Board at the April, 2017 Board meeting, as of June 1, 2017, Anchor Management will no longer be the property manager for Windsor Place Condominium Association. At that time, we will be switching to Vesta Property Services. A letter will be going out to all owners on May 22, 2017, but you can also access the letter here. Vesta's introduction letter has details regarding Vesta Property Services and forms that will help you identify the way in which you would like to pay your assessments beginning July 1st, receive notifications from Vesta, and communicate with our new property manager, Philippe Gabart, CAM.
